On the Separation of Seats and Stakes

Article 1 — Purpose

This Ordinance establishes the juridical distinction between an enterprise appearing on the C.U.N.T roster and an enterprise holding stakes in a village-operated chain, notwithstanding any coincidence of name, mark, representative, or smile.

Article 2 — The Seat

An enterprise named on the Committee roster appears there as the occupant of a seat. A seat is a position, not a business. A seat has no revenue, files no returns, and does not appear in the Enterprise & Institution Register.

Rights attaching to a seat include: election, including the funding thereof; participation in deliberation; and presence. Presence is a right, not an obligation (see: the powers that do not attend).

Article 3 — The Stake

An enterprise holding stakes in a village-operated chain appears in the Enterprise & Institution Register of SAO; bears a registration status within the meaning of Article 5; settles through MONEY; answers before this Yamen; and is filed, in all events, with FART.

Article 4 — Non-Merger

The Seat and the Stake shall not be merged, joined, netted, or read together, in any register, proceeding, or table, notwithstanding identity of name.

An identity of name is a coincidence of signage. Signage is regulated separately (see: GINVIDIA™, supplier).

Article 5 — The One Question

For any Stake, the question before any organ is single and binary: licensed, or not.

"Temporary," "exploratory," "on hold," "in review," and cognate expressions are synonyms of "not," recorded for variety. The unlicensed pay the 10%.

Article 6 — Standing

Standing of parties is taken from BORDER. The standing of a guest is: guest. The standing of a Seat is: political. The standing of a Stake is: registered.

A person may hold all three standings. The registers hold them apart.

Article 7 — Judgment

The judgment of this Yamen requires one confirmation: guilty, or not guilty.

Where a verdict follows from a register, the verdict follows from the register. (Precedent: Case GAY-2026-001.)

Article 8 — Independence

This Yamen is independent. The head of this Yamen is appointed by the Mayor. The Mayor is elected by C.U.N.T, which also funds the election.

All three sentences of this Article are facts. This Ordinance records them and declines to connect them.

Article 9 — Filing

This Ordinance takes effect upon filing. It was filed before you finished reading it.
